if car A and car B are racing and car B gets the hit, the race doesn't start until car B moves. If car A moves and car B sits still, it is no race. I would be just like red lighting in a way. If car A moves and car B follows, its a race. Both cars move = its a race. I hope I didn't confuse anyone.
